Establishment of the Exchange and Cooperation Mechanism of China National Carbon Measurement Center

The 2024 Carbon Measurement Empowerment Conference for Ecological Protection and High Quality Development Cooperation and Exchange in the Yellow River Basin was held on December 19th in Liaocheng, Shandong. At the meeting, the China Institute of Metrology and four national carbon measurement centers in Inner Mongolia, Guangdong, Shandong, and Fujian established a national carbon measurement center exchange and cooperation mechanism. They will jointly carry out carbon measurement technology research and development, formulate carbon measurement technology specifications, increase carbon measurement talent training, and enhance the ability of carbon measurement work to support "carbon peak and carbon neutrality".
Measurement is an important support for efficient utilization of energy resources, deep adjustment of industrial structure, green transformation of lifestyle, and green transformation of economy and society. It is also an important guarantee for achieving the goal of "measurable, reportable, and verifiable" greenhouse gas emissions, and is of great significance for achieving the goal of "carbon peak and carbon neutrality" on schedule.
Guo Bo, Deputy Director of the Construction Special Team of the National Carbon Measurement Center (Shandong) and member of the National Carbon Peak and Carbon Neutrality Measurement Technology Committee, stated in an interview with reporters that China has a vast territory and numerous industries. Through communication and cooperation, resources from all parties can be integrated to build a unified and efficient carbon measurement system nationwide, providing solid measurement technology support for China's carbon emission accounting, carbon trading, etc., ensuring the accuracy and credibility of data.
It is reported that the National Carbon Measurement Center (Inner Mongolia) focuses on key areas such as coal chemical industry and forest and grass carbon sink in the middle and upper reaches of the Yellow River Basin, develops the "Carbon Peak and Carbon Neutrality Online Monitoring System", establishes a local carbon factor measurement background database and carbon footprint accounting model. The National Carbon Measurement Center (Guangdong) focuses on conducting research on fuel consumption traceability, measurement and traceability of key carbon accounting parameters, and online monitoring systems for carbon emissions around carbon emission quantification methods, effectively improving the ability to identify the quality of carbon accounting data and ensuring the quality of carbon accounting data for thermal power enterprises. The National Carbon Measurement Center (Shandong) focuses on the demand of non-ferrous metals and chemical industries in the lower reaches of the Yellow River Basin, and establishes a carbon measurement public service platform. The National Carbon Measurement Center (Fujian) focuses on Fujian's advantageous industries, targeting the two major industries of flat glass and steel to carry out "two major studies" and diversified services, forming an application innovation demonstration.
